Probably because your card doesn't support it.

For instance, the RME cards will support buffer sizes as low as 64, but they
won't support anything other than 2 periods. All these cards are different
and, unfortunately, no one has really thought to update the Alsa site to
have a nice table of what parameters each card can accept. That would be
pretty cool, really...

  Can't find anything on that in the archives and you guy's all seems to be
able to set the frames as low as 64!

  Starting Jack with qjackctl. Soundblaster live! with the latest planet
kernel on RH9.
