Well, I don't know what is happening, for example look at this mirror:

http://mirror.lib.ucdavis.edu/fedora/linux/updates/8/i386.newkey/

sbcl 1.0.22 is there for fc8. Most probably you have not migrated to the
"newkey" repositories and thus you don't see the newest upgrades.
