According to Jesse Keating's talk at LinuxFest NorthWest the goal was to 
reduce the number of kernel builds, i586 supports VIA C3 processors used 
in a lot of devices, PAE supports anything above PII with virtually no 
difference in code size or speed over i686 kernels.  The installer forces
the 
PAE kernel on any processor that can us it, and only reverts to the i586 
when necessary.
