[PlanetCCRMA] OT Newbie Alert

This is a general Linux question.  First of all where is the proper 
place to ask these questions?

Somehow i messed things up in my system where the system no longer asks 
for the root password for apps like kppp, synaptic etc.  They won't run 
at all unless I assume root now?!?  What did I do?

I'm also having a problem with my modem conflicting with all the pci 
junk on my motherboard so that it only connects for say 5 minutes then 
oes dead.  Where can I ask for help on these issues?  Thanks all,
